A Vermont woman who crossed the state line for a brief New Year’s celebration in New York received the first citation under the nation’s first law requiring use of seat belts. Betty Shufelt of Rutland was driving home from a holiday celebration in Whitehall when she was pulled over by state policemen at 12:10 a.m. With the start of the new year at midnight, police throughout New York state began enforcing the mandatory seat belt law, under which drivers and front-seat passengers may be fined up to $50 for failing to buckle up.
