The general picked by Argentine President Raul Alfonsin to replace the one who resigned as armed forces chief chose retirement in preference to the job. Army Gen. Ricardo Pianta was named Monday to succeed Gen. Julio Fernandez Torres, who had been chairman of the joint chiefs of staff until he resigned to protest military budget cuts. When Pianta unexpectedly announced his retirement, the Defense Ministry named Gen. Nelsi Rodoni, the air force chief of staff, as interim replacement.
