Construction has begun on 2-million-gallon Upper Cloverleaf Reservoir, with completion expected in July. The new reservoir is being built with a $1.5-million loan from the state Department of Water Resources. The loan will be repaid from water fees, connection fees for new homeowners in the foothill areas and fees from developers building in the foothills above Monrovia.
