The judge who gave the City of Los Angeles one year to bring about zoning reform said he will appoint a law professor to monitor the city’s efforts. Los Angeles Superior Court Judge John L. Cole said he intends to name James A. Kushner, a law professor at Southwestern University and a planning specialist. Cole has given the city until January to bring its 1946 zoning code into harmony with its new and stricter General Plan, as state law requires. The city’s efforts have been beset by delays and internal wrangling.
