A former Los Angeles police officer, fired for fatally shooting a Cuban immigrant in the back, is being investigated by the FBI for possible civil rights violations. Rodney Kelley, 26, was fired after a Police Department Board of Rights tribunal found him guilty of “unnecessarily discharging his weapon” at Miguel Angel Herrera, an immigrant he shot in the back while on duty in October, 1984. The board also found Kelley guilty of lying to his superiors. FBI spokesman Fred Reagan said the federal agency is investigating a complaint alleging possible violations of Herrera’s civil rights. The case is also being reviewed for possible criminal action by the district attorney’s office.
