A Napa State Hospital patient was held in lieu of $50,000 bail after being charged with strangling a fellow mental patient during an argument in the hospital’s geriatric ward last month. Conrad Roussel, 57, is accused of killing Kenneth Alexander, 59, who reportedly was keeping other patients awake while sitting up late in his wheelchair, said Sheriff’s Capt. Ken Narlow. Roussel is the third patient charged with a killing at the hospital since September, 1984, and charges are being considered against a fourth.
