A malfunction in the airplane’s tail control system caused the Dec. 6, 1984, crash of a Provincetown-Boston Airline commuter flight in Florida that killed 13 people, federal safety officials concluded. In a unanimous decision, the National Transportation Safety Board said the apparent cause of the accident was a problem with either the elevator control system or trim system of the plane’s horizontal stabilizer.
