Landlord Lance Robbins, 38, already facing 20 criminal counts in connection with alleged slum conditions at a three-story apartment house on Union Avenue, was charged by Los Angeles City Atty. James K. Hahn on five more counts, because of reported Fire Code violations at a five-story apartment house at 1848 Gramercy Place in Hollywood. Robbins was previously named in a civil suit filed by the city attorney’s office, which is seeking $1 million in civil penalties and to have nine apartment houses owned by Robbins brought into compliance with codes. Robbins could face more than 12 years in jail and up to $25,000 in fines.
