PacifiCare Health Systems said it named Dr. James Moffat to the post of vice president and medical director. Moffat served as the Cypress-based health maintainence organization’s medical director on a part-time basis since 1982, but the post recently was upgraded with Moffat being named a vice president, company officials said.
