South Korea’s President Chun Doo Hwan reaffirmed that he plans to be the first leader of his country to step down voluntarily at the end of his term which expires in 1988. In an unusually emotional statement at a Seoul news conference, Chun said, “I want to make it clear that I will . . . step down precisely at the end of the precribed term of office.”
