The Soviet Union is developing new biological weapons despite treaties prohibiting them and testing the devices in Afghanistan and Southeast Asia, Douglas J. Feith, deputy assistant secretary of defense for negotiations policy, said. Feith made the charge in report to the House Intelligence Committee. “Evidence of many types and from a variety of sources has established that the Soviets and their clients have . . . used mycotoxin weapons banned by the Biological and Toxin Weapons Convention of 1972,” the document said.
