Secretary of State George P. Shultz accused the Soviet Union of not acting as forcefully as the United States to block the flow of weapons to Iran in its seven-year war with Iraq. Speaking at the United Nations to the Gulf Cooperation Council, made up of Saudi Arabia and small Persian Gulf sheikdoms, Shultz also reiterated the U.S. commitment to ensure the free flow of oil exports from the gulf. Gulf states have expressed fears that Iran might attack them if it triumphs in its “final offensive” against Iraq.
