Sen. Gary Hart (D-Colo.), in his farewell address to the Senate, outlined a seven-point program to contain “the nuclear demon stalking the planet.” Hart, who is retiring from the Senate and who appears poised to make another run at the Democratic presidential nomination in 1988, said nuclear arms control was a “moral imperative.” As part of his program, Hart urged a comprehensive nuclear test ban and called on the Administration to initiate a mutual moratorium on the deployment of sea-launched cruise missiles.
