Western Regional Immigration and Naturalization Service Director Harold Ezell assigned long-time INS official Carlos Tellez Jr. to the new job of fair employment director, investigating complaints of employer discrimination under the new immigration law. Ezell told INS supervisors at a regional conference in Newport Beach that a San Francisco employer was rumored to be firing workers solely because they were Latinos or “foreign-looking. . . . “ Tellez, who has been with INS for 18 years, has since 1981 been the regional deputy chief of the Border Patrol.
