Gromyko Hits U.S. Arms Stance as Hartman Leaves

MOSCOW — Soviet President Andrei A. Gromyko used a farewell meeting with departing American Ambassador Arthur A. Hartman on Thursday to attack “stubborn” U.S. positions on arms control, the Tass news agency said.
Tass described the meeting, on the eve of Hartman’s departure from Moscow, as “businesslike and frank”--wording indicating deep differences of opinion.
