Two territories in northeastern India were elevated to statehood. Mizoram, torn by 20 years of guerrilla warfare until Prime Minister Rajiv Gandhi signed a peace accord with Mizo fighters last year, became India’s 23rd state. Arunachal Pradesh, which borders China and Bhutan, became the 24th. China, which claims much of Arunachal Pradesh, lodged a protest with India over the change of status.
