The House voted to prohibit the Government National Mortgage Assn. from imposing a mortgage guarantee fee increase that critics said would add $600 to the total costs of buying a home. Approved by voice vote and sent to the Senate was a bipartisan bill that would block the fee increase that the government housing finance agency in the Department of Housing and Urban Development--known popularly as Ginnie Mae--has said it intends to impose Sunday.
