President Reagan signed into law legislation repealing an energy conservation law that had placed sharp restrictions on the use of natural gas. The Fuel Use Tax of 1978 had said that large utilities could not burn natural gas to generate electricity, ordering that they start phasing out such operations. The law was amended in 1982 to drop the requirement on phasing out existing operations but retained language prohibiting the construction of new facilities that would burn natural gas.
