Proposed legislation that would require campaign consultants and consulting firms to register with the California secretary of state won bipartisan approval on a 28-7 vote in the state Senate and was sent to the Assembly. The measure, SB 1152, introduced by Sen. Alfred Alquist (D-San Jose), would also hold candidates responsible if their consultants distribute so-called negative “hit-piece” literature.
