It seems to me we should not be selecting someone who is just “qualified.” We should be selecting the best judge available. There must be a number of highly qualified people that would want this position.
Any astute business executive when searching for a key person for his management team, will interview a number of candidates and select the most capable. The same procedure could be applied here.
