Soviets Offer New Arms Plan

GENEVA — The Soviet Union today presented a new arms proposal linking deep cuts in long-range nuclear missile arsenals to severe restrictions on the American “Star Wars” space-shield research program.
But the U.S. side said it was disappointed with the draft agreement presented to the U.S. arms negotiating team during a special session at the Soviet diplomatic mission in Geneva. State Department spokesman Charles Redman said in Washington that it was time the superpowers moved ahead on a 15-year-old pledge to reduce long-range strategic arms without additional conditions like those advanced by the Kremlin.
