Phillips Fined $200 for Speeding, Keeps License

NEWBURY, England — Queen Elizabeth’s son-in-law, Capt. Mark Phillips, was fined $200 today for speeding but magistrates allowed him to keep his driver’s license.
Phillips, 38, husband of Princess Anne, admitted the charge in court in this western English town. He was clocked at 103.6 m.p.h. on a highway where the limit is 70 m.p.h.
