Two Nicaraguan rebel leaders called off a planned attempt to defy a government ban and travel to Managua today to present a cease-fire proposal to Cardinal Miguel Obando y Bravo. In the face of President Daniel Ortega’s continued refusal to let the Contras enter the country without first accepting a government amnesty offer, civilian leaders Alfonso Robelo and Azucena Ferrey canceled their plan. Instead, it was decided to send the proposal to Obando--who heads a panel set up to monitor compliance with a regional peace plan--through a messenger. The two Contra leaders reportedly had appealed to Ortega through an unidentified Latin head of state, but that request also was denied.
