Donald E. Van Luven Sr., 88, who won election to the San Bernardino Police Court in the 1920s by defeating an incumbent who dealt harshly with flask-carrying defendants in the age of Prohibition. After serving for 25 years on the bench, Van Luven returned to public life as the San Bernardino County marshal, retiring in 1967. In San Bernardino on Thursday.
