Amnesty International said that more than half the 159 member countries of the United Nations are holding citizens in violation of the 1948 Universal Declaration of Human Rights and “making mockery” of their promises on such rights. The London-based organization said: “On the 40th anniversary of the declaration . . . such abuses should have become only a ghost from the past. . . . Torture, ‘disappearances’ and executions are widespread.” The organization said it has worked on behalf of 3,352 prisoners in 85 countries.
