Drug Abuse Education: Passed and sent to the Senate on a 46-27 vote a bill (AB 2941) by Assemblyman Steve Clute (D-Riverside) to require comprehensive drug and alcohol abuse prevention classes in every grade in K-12 public schools. An $8.8-million appropriation is included in the bill. The governor vetoed similar legislation last year.

Coastal: Rejected on a 40-32 vote a bill (AB 3947) by Assembly Speaker Willie Brown (D-San Francisco) to identify coastal water toxic “hot spots,” identify waste discharges that contribute to them, and take necessary steps to correct the problems. Child Care: Rejected on a 50-25 vote a bill (AB 3148) by Assemblyman Dominic L. Cortese (D-San Jose) to appropriate $42.5 million to expand state-subsidized child care and preschool services. Fifty-four votes required for approval. A notice of reconsideration was served.

Surrogate Mothers: The Senate Judiciary Committee rejected a bill (AB 3200) by Assemblywoman Sunny Mojonnier (R-Encinitas) to outlaw surrogate contracts under which a woman bears a child for another couple for a fee. The committee indicated that the controversial subject matter would studied by a special panel in the future.
