Drug Abuse Education: Passed and sent to the Senate on a 46-27 vote a bill (AB 2941) by Assemblyman Steve Clute (D-Riverside) to require comprehensive drug and alcohol abuse prevention classes in every grade in K-12 public schools. An $8.8-million appropriation is included in the bill. The governor vetoed similar legislation last year.
Voter Registration: Passed and sent to the Senate on 62-2 vote a bill (AB 4360) by Assemblyman Pete Chacon (D-San Diego) to purge voter registration rolls of voters who have not voted in four consecutive statewide elections. A notice of reconsideration was served.
Waste: Passed and sent to the Senate on a 41-28 vote a bill (AB 3298) by Assemblywoman Lucy Killea (D-San Diego) to require cities and counties to adopt waste reduction and recycling plans that lead to recycling of 25% of all generated solid waste within three years. A notice of reconsideration was served.
Earthquakes: Passed and sent to the Senate on a 63-1 vote a bill (AB 3450) by Assemblyman Dominic L. Cortese (D-San Jose) to allow a state tax deduction for costs of installed anti-earthquake building improvements.
Recycling: Passed and sent to the Senate on a 50-20 vote a bill (AB 3746) by Assemblywoman Delaine Eastin (D-Union City) to give a 10% preference up to $100,000 per contract to suppliers offering recycled products to state agencies.
Indians: Passed and sent to the Senate on a 41-24 vote a bill (AB 3346) by Assemblyman Jim Costa (D-Fresno) to appropriate $415,000 to establish five Indian education centers in Northern and Central California.
AIDS: Passed and sent to the Senate on a 70-0 vote a bill (AB 2936) by Assemblyman Charles W. Quackenbush (R-Saratoga) to make it a crime to advertise any unproven drug or device as a cure for AIDS.
Coastal: Rejected on a 40-32 vote a bill (AB 3947) by Assembly Speaker Willie Brown (D-San Francisco) to identify coastal water toxic “hot spots,” identify waste discharges that contribute to them, and take necessary steps to correct the problems. Forty-one votes were required for approval. A notice of reconsideration was served.
Child Care: Rejected on a 50-25 vote a bill (AB 3148) by Assemblyman Dominic L. Cortese (D-San Jose) to appropriate $42.5 million to expand state-subsidized child care and preschool services. Fifty-four votes required for approval. A notice of reconsideration was served.

Committee Action:
Surrogate Mothers: The Senate Judiciary Committee rejected a bill (AB 3200) by Assemblywoman Sunny Mojonnier (R-Encinitas) to outlaw surrogate contracts under which a woman bears a child for another couple for a fee. The committee indicated that the controversial subject matter would studied by a special panel in the future.
