Hedley Builders, Newport Beach, began construction on three projects: A $1.6-million, 48,000-square-foot factory and office building at Pacific Park in Laguna Hills for American Zettler Inc.; a $5-million, 200,000-square-foot office park called Orange Baywood Business Center in Orange for Frodsham Investment Co.; and a $3.2-million, 110,000-square-foot second phase of Landmark Lake Hills office park in Laguna Hills for Landmark Asset Development Group.
