The Parliament in Kenya voted unanimously to amend the constitution to give President Daniel Arap Moi greater control over the judiciary and to broaden police arrest authority. The changes empower the president to dismiss a High Court or Court of Appeals judge without having to go through the current tribunal process and without giving a reason. Parliament also voted to expand from 24 hours to 14 days the period in which police can hold a person suspected of a capital offense before bringing him to court. Clergy members and the Law Society of Kenya opposed the changes.
