A homeless ex-Marine barricaded himself in historic Ft. Vancouver to protest what he said was a lack of help for troubled Vietnam War veterans, then gave up quietly in exchange for a chance to talk to reporters. The man, who identified himself as Ken Rose, 40, surrendered to Vancouver, Wash., police and FBI agents seven hours after he scaled the fortress’ 15-foot wall and after he fired several apparently harmless shots from replica cannons. “Veterans in this country paid their dues,” Rose, of the Tillamook, Ore., area, told reporters. “It’s a disgrace to see them sleeping on the sidewalk. They face a lot of emotional, psychological and physical problems that are unlike (those facing) any other segment of the population in America.”
