School Funding: Proposition 98

Last year Gov. George Deukmejian returned to the taxpayers money collected in excess of the spending limit approved by the majority of California voters. This money was not “given” to the taxpayers as if it were a gift, rather it was money returned to its rightful owners.
Despite the fact that the money legally belonged to the taxpayers, state Supt. of Schools Bill Honig attempted to steal it from us, claiming that the schools needed it more than the taxpayers.
Now, with Proposition 98, Honig is trying to legitimize his attempted thievery. Whether you agree that the schools need more money or not, it should not be accomplished by making stealing legal. Excess taxes belong to the taxpayers, not to the state.
