Panama’s ousted president, Eric A. Delvalle, has written to Gen. Manuel A. Noriega offering to negotiate an end to the nation’s political crisis, according to a copy of the letter obtained by the Associated Press from Noriega opponents. “We can and should promote and carry out a serious and expeditious negotiation to establish a preliminary basis for national reconstruction and open the way for Panama’s recovery,” Delvalle’s letter to the military strongman said. He said Panamanians have suffered severe hardships as a result of the crisis.
