Six Venezuelan police officers charged with the murder of 14 fishermen surrendered to authorities at a maximum-security prison at San Cristobal. The six are accused of killing the fishermen Oct. 29 in an incident that sparked national outrage. Arrest warrants also have been issued for a naval officer, three army sergeants and eight police officers on the charges. The slaying of the 14 in an ambush near the Colombian border sparked opposition charges of a massacre and provoked 10 days of student riots. Initially, the military described the incident as a shoot-out with leftist Colombian guerrillas.
