The Tobacco Institute is again at odds with the Surgeon General. On Wednesday, Surgeon General C. Everett Koop is scheduled to release yet another federal report that condemns tobacco smoking as a health hazard. But on Monday, the Tobacco Institute plans to unleash a costly ad campaign with its own survey results that contend the majority of Americans do not support tougher anti-smoking measures. Newspaper advertisements will appear in 18 major newspapers, including the Los Angeles Times, the New York Times and the Washington Post. All ads will appear under the headline: Enough is Enough!
