In a move booed by anti-pornography forces and hailed by the nation’s TV and radio station owners, a federal appeals court in Washington has delayed a round-the-clock ban on indecent broadcasting that was to have gone into effect nationwide today. Congress approved the ban last summer in a bill introduced by Sen. Jesse Helms (R-N.C.). The three-judge panel postponed the ban pending review of a constitutional challenge made by the National Assn. of Broadcasters and several other broadcast organizations that maintain the Helms bill violates First Amendment free speech guarantees.
