NATION IN BRIEF : ALASKA : Tanker Can’t Dock; Lacks Oil Spill Plan

A Unocal tanker carrying more than 14 million gallons of crude oil was anchored in Cook Inlet after being turned away from the Tesoro-Alaska Petroleum Co. refinery dock by the state Department of Environmental Conservation because it lacked a state-approved oil spill contingency plan, officials in Kenai said. State law requires such plans for any vessel carrying more than 420,000 gallons of oil, and the plans must be for specific areas.
