HIGHER FEES: Trustees of the Cal State system are poised to raise tuition by 4.8% today. The recommended increase--$36 more per academic year for full-time students--caught student leaders off guard, and they plan to oppose it at today’s meeting of trustees in Long Beach. . . . “It got sprung on us,” said Cal State Fullerton senior Kim Schuld, who is a director of the university’s Associated Students. “We didn’t have any organized representation.”
