Two Filipinos described as drug addicts were arrested in the fatal shooting of a U.S. Marine, Gunnery Sgt. John S. Fredette, near Subic Bay Naval Base last week. But some police officials expressed doubt that the two are the actual killers. Communist guerrillas were initially suspected. The American military did not lift a ban on off-post leaves for about 40,000 U.S. military personnel, civilian employees and dependents at six U.S. bases.
