OUT AT HOME: Should baseball stars charge for their autographs (E1)? . . . The issue is moot for most of the Angels. “They’re not playing too well this year. No one’s hot,” says promoter Mark Okin of Van Nuys. . . . Okin invited only one Angel, newcomer Dave Winfield, above, to his baseball card show this weekend at Anaheim Stadium, but Winfield declined. . . . “He said it’s not right charging for autographs at your home stadium,” said Okin, who figured Winfield’s signature would have gone for $8 to $10.
