3 Men Indicted in Bid to Bypass Phone Billing

In the first case of its kind, a Saugus man and two others were indicted by a federal grand jury Tuesday on charges of conspiring to distribute devices that allow calls to be made without charge on cellular phones.
Robert Dewayne Sutton, 36, of Saugus; Dennis Mercer Allen, 33, of Los Angeles; and Kenneth Steven Baily, 41, of Laguna Niguel were charged with a total of five counts of conspiracy to produce “counterfeit access devices.”
The charges stem from Allen’s alleged attempt to sell an informant five counterfeit integrated circuits, which would replace the memory circuits in the phones, for $2,500 in February, 1989.
