Chairman Yasser Arafat of the Palestine Liberation Organization said the USE OF NAPALM by allied forces would justify retaliation in kind by Iraq, which has threatened to use chemical weapons. “It is clear that the American troops and the alliance have used napalm . . . which is internationally forbidden,” Arafat told Spain’s state-run Radio Nacional in Tunis. The allies have acknowledged using napalm to destroy oil-filled trenches dug by the Iraqis but say troops are not being targeted.
