Terming the sports autograph business as “40 percent phony,” New York State Attorney General Robert Abrams proposed legislation designed to clean up the $1.5 billion industry. Abrams’ bill, which is endorsed by Major League Baseball Properties and the National Baseball Hall of Fame, would require dealers who sell memorabilia for $50 or more to provide their customers with written certificates of authenticity.
