The SEC voted 3-1 to propose a rule that would force short-sellers to disclose when they have a short position equal to 5% or more of a company’s stock. Short-sellers are traders who target individual stocks that they believe are headed lower. The SEC, seeking public comment, believes disclosure could identify traders who are trying to actively push a stock down.
