Covina : Layoffs for 29 City Staffers

Twenty-nine city workers will be laid off to balance the $28.9-million budget approved Tuesday by the City Council.
The reductions--13% of the staff, to take effect July 3--were in several departments, including police, fire, community development and engineering. A total of 33 positions were cut. Two people are retiring, and two other positions are vacant. The employees affected were to be notified Wednesday. No police officers or firefighters were to be laid off.
The budget for the 1991-92 fiscal year is a 9.8% increase over last year’s budget of $26.3 million.
Acting as the Redevelopment Agency, the council also approved a $7.7-million redevelopment budget. Most of that was for capital projects of $2.5 million and repayment of $3.5 million in debts.
