STRATEGY: When the National Assn. of Latino Elected and Appointed Officials meets in Anaheim today (A1), a lot of attention will be paid to the “glass ceiling” Latinos seem to have hit in the political arena, above. . . . Now, with redistricting ahead, special attention will be paid to Orange County--site of the 1988 poll guard scandal. . . . “All of us are looking for an opportunity to take Orange County down a peg or two if they even look like they are going to discriminate against Latinos in the redistricting process,” said Richard Martinez of the Southwest Voter Registration/Education Project.
