EC Army Corps Being Proposed

BRUSSELS — France and Germany will unveil today a proposal to set up a European army corps that could give the European Community a defense role for the first time in its history.
France and Germany already have a joint army brigade. But the United States, Britain, Italy and the Netherlands have expressed concern about the EC taking on responsibilities that have been exclusively the preserve of the North Atlantic Treaty Organization for more than 40 years.
