Why Tear Up Roscoe?

About 20 years ago, they paved Roscoe Boulevard and no more than a few weeks later tore up the street with digging and repairs. I was amazed and wondered at the lack of coordination.
Just two weeks ago, Roscoe Boulevard in the area of Fallbrook Avenue was nicely repaved and, lo and behold, they have already torn up two areas around Woodlake Avenue.
Is this a plot of some kind? Repave the street and then tear it up? No wonder we wonder at the intelligence of our city officials.
