QUIETER SKIES?: For years, Balboa Island residents have sought relief from jet noise as airliners departing John Wayne Airport roar over the coast. . . . They might get help soon. . . . JWA has asked the FAA to remove the current 3,000-foot altitude ceiling so that jets can climb higher and thus be farther away from irritated homeowners. . . . The FAA is studying it.
