Portable Toilets on Skid Row

Paris has “public” toilets on the street--havens for drug addicts? So are our rock concerts, football games, suburban communities, alleys (where the homeless are presently relieving themselves, we are told), and countless other locations that are commonplace.
Breeding places for filth and disease? Better in an enclosed portable toilet than on the street! What logic we find to disregard the most basic need next to eating.
