WHO’S ON FIRST? San Juan Capistrano officials were a bit irked at their local water district. This week’s storms caused a pipeline rupture that spilled 2 million gallons of raw sewage daily into Oso Creek, through the heart of the city. City officials were slow to respond because they weren’t informed. . . . “I’m concerned about our communications around here,” says City Manager George Scarborough. “We didn’t know until we read about it in the newspaper.”
