Language Barriers and Santa Ana Fire Tragedy

Since when is it the responsibility of our government agencies to learn Spanish? The police and fire department should not have to cater to every immigrant population. English is the official language and should be spoken by everyone.
The article was very slanted and put all the blame on the various agencies. Why didn’t the reporter bother asking the immigrants why they haven’t bothered to learn English? I find it outrageous that people come to this country, refuse to learn the language and then complain when it causes problems.
